Born on Awaji Island in Hyogo Prefecture, Japan. He studied at the School of Hakubakai presided over by Seiki Kuroda. Later, he joined Ryusei Kishida and Kotaro Takamura in founding the Fusain Society. Okamoto was appointed the chief illustrator for Kodomo no Kuni (Children’s Land), a picture magazine for children published from the Taisho era (1912–1926) to the early Showa era (1926–1989). He participated in the founding of the Japan Association of Illustrators for Children in 1927. His style, brimming with lyricism and modern sensibilities, was influenced by European picture books from the late 19th and early 20th centuries.
